There are Consular fees and Service fees. The Consular fees are charged by the Embassy for issuing the visa. Some Embassies, like China, have lower consular fees for non-U.S. than for U.S. citizens.

The Service fees are paid to the travel documents company - G3 Visas & Passports - for their work to ensure you a visa.
